Civic issues
Topics getting the most attention in Chapel Hill public meetings, ranked by how frequently they come up.
Tree Protection Ordinance Enforcement Concerns
New canopy conservation requirements, incentives for saving rare and specimen trees, and native-tree planting rules were debated. Council skipped the Planning Commission's three-year look-back and canopy floor, but closed in on the forestry clear-cut loophole and added an adapted-species list to the amendment list.
Stormwater Management and Watershed Protection
How the town handles runoff — especially from big home construction and hilly lots — dominated the night. Council lowered the single-family trigger for the 100-year storm to 20,000 square feet of disturbance and punted bigger questions (impervious-surface triggers, overlays, data-driven infrastructure) to future work.
Section 106 Environmental and Transportation Reviews
Review of federal Section 106 compliance for local projects, including the Jordan Lake Aquatic Vegetation Management Program and NCDOT STIP Project HO-0013.
